Manages all aspects of the recruitment process, including administration, ensuring that Council policies are implemented throughout the process. Undertakes short listing and interviewing as appropriate.Organises and participates in special recruitment drives and represents the Department at career fairs/open days.
Responsible for ensuring the timely completion of all pre employment procedures, appointment letters and contracts of employment for centrally based staff. Manages disciplinary, sick, grievance, and performance case work ensuring timely and accurate advice is given, whilst ensuring compliance with policies and procedures and statutory requirements.Assists managers with undertaking a range of investigations and acts as adviser at meetings and hearings. Prepares reports and paperwork and attends appeal hearings and Employment Tribunals on behalf of the Council as required. Advises line managers on all staff issues including areas related to local and national conditions of service, employment law, and employment policies and procedures such as poor performance, conduct, attendance, probation, and grievance. Advises management and provides information on staffing implications of organisational reviews.Processes cases of redundancy and redeployment, liaising with Central HR as necessary. Ensures effective and timely absence management by providing information on staff triggering the sickness code, liaising with managers and conveying information to the Directorate. Collates and provides management information and statistics for Departmental and Council use. Line manages HR Officer. Ensures all staff receives induction and exit interviews. Assists in the effective implementation of any TUPE requirements for transfers to and from the Department/Council.
Responsible for the management of personal and electronic files for central staff. Responsible for providing accurate information to Payroll for central staff. Provides coaching and training to managers in relation to Council policies and procedures. Responsible for the preparation and delivery of briefing sessions for central staff on HR issues, e.g. sickness monitoring and management, Codes of Practice etc.
Maintains budget monitoring systems for the central staff development budget, providing analysis to the Head of Section on a monthly basis and investigating and correcting errors and anomalies.
Assists in the co-coordinating of training within the Department in order to meet the needs identified through the PrP scheme.Undertakes the preparation and delivery of training sessions in association with the Department’s Training Plan.
Assists with the preparation and assessment process for the Department’s application for Investors in People Status. Provides information for Audit on request. Uses job evaluation procedure to evaluate posts for Job Evaluation Panel approval, interviewing managers and job holders to ensure accurate information is received.Actions any recommendations.
Reviews, writes and updates procedures and contributes towards policies for centrally based staff. Acts as Countersignatory for CRB purposes and overseas the CRB administrative procedure ensuring compliance with the CRB Code of Practice. To be fully aware of and understand the duties and responsibilities arising from the Children’s Act 2004 and Working Together in relation to child protection and safeguarding children and young as this applies to the worker’s role within the organisation.To also be fully aware of the principles of safeguarding as they apply to vulnerable adults in relation to the worker’s role. To ensure that the worker’s line manager is made aware and kept fully informed of any concerns which the worker may have in relation to safeguarding and/or child protection. Region: London |
