Hr Advisor Schools ProjectJob ID: 2197 Job Details: To provide advice and HR support to head teachers, governors and relevant school staff on highly complex matters including pay and conditions, recruitment, early retirement/redundancy, reorganisations, capability, sickness absence, disciplinary and grievance matters and best employment practice. To support schools in the recruitment and selection process of head teachers and deputy head teachers according to the level of service purchased. To take a lead in the review, development and implementation of policies, procedures and systems and to implement a range of procedures, including those relating to retirements, reorganisations, redundancies, and redeployment. To participate in job evaluation panels including the creation and maintenance of records as requested.To provide advice and support to head teachers in resolving disciplinary, capability, grievance and absence management issues including attending interviews and hearings and appeals up to and including appeals against dismissal. To undertake and lead on consultation and negotiations with trades unions as necessary. To participate in the preparation of responses to tribunal claims and attend hearings as required. To represent the Council at governing body meetings, child protection conferences, etc. and to provide advice as necessary. To support the HR Manager in the development of the section’s service plan and ensure objectives are met. To support the HR Manager in reviewing and developing the traded services to schools, consulting with head teachers, governors and other interested parties, to ensure a level of service provision which meets the demands of schools and support the aims and objectives of the Directorate of Children’s Services. To develop and deliver training on HR and related matters to schools and colleagues. To support the HR Manager in marketing the service to schools, negotiating/managing contracts for additional services and ensuring maximum buy back levels and to manage budgets as allocated. To monitor attendance and sickness records, give advice; refer staff to the Council’s Medical Adviser and monitor progress on action taken. To input data onto systems and provide statistics and reports on personnel matters. To deal with general correspondence and enquiries either on the telephone or in person from members of the public, staff, managers, other directorates and external agencies. To supervise and oversee the work of other staff as allocated and to support other team members and undertake their day-to-day supervision as required. To provide cover for the HR Manager, including attending meetings (e.g. DMT and Head teachers’ Consultative) on behalf of the HR Manager as required and to ensure that the service provided meets agreed standards. The candidates must have recent knowledge of end of year processes and procedures (essential) and Oracle (desirable) and knowledge of teachers pensions returns. To undertake ad hoc investigations and projects on personnel related matters as required, including preparing and presenting reports and to undertake any other work appropriate to the level and general nature of the post’s duties.
