Job Details: To be a source of expertise and knowledge of, and to provide advice, guidance and practical assistance on environmental law generally and all aspects of planning and highways law in particular.

To have conduct of cases in the County Court, High Court, Magistrates' Court and Crown Court and at Public Inquiries. This includes advising on evidence and procedure and the conduct of any trials.

To act as an advocate on behalf of the Council at Public Inquiries, before tribunals and in the County Court and Magistrates' Court (in both civil and criminal proceedings) where rights of audience permit this.

To provide general professional supervision of the conduct of litigation in planning and highwaysmatters, and, in particular, to supervise up to three legal assistants and a trainee solicitor in their conduct of such cases.

To provide advice, guidance and practical assistance on planning and highways matters (including drafting notices and agreements, and advising on the merits and tactics of using planning enforcement procedures)

To gather, appraise and disseminate information on proposed and new legislation and case law developments in respect of the whole range of the Team’s activities generally and planning and highways law in particular, including reporting to Committees and clients on the practical effect of changes in the law.

To prepare reports for and attend the Council’s Cabinet and Committees, in particular the Regulatory Committee, the Planning and Regeneration Scrutiny Committee, and associated working groups.

To provide training to clients on planning and highways law and procedure.

To undertake specific project work, including project co-ordination work and the drafting of project protocols.

To prepare Briefs to Counsel and cases for the Opinion of Counsel and to attend conferences with Counsel.

To represent Legal Services at meetings with Councillors, inter-departmental meetings, and meetings with outside bodies (including government departments) and inter-agency meetings and, where appropriate, to recommend changes in Council policy and practice.

To tackle problems requiring extensive research and a wide working knowledge of the practice of law.

When required by the Head of the Team to assist in the other work of the Team.

To instruct and work constructively with external solicitors and other consultants when appropriate.
